I'm surprised that the foreman asked. Lunch times are generally strictly regulated by union contract, or by rhe union standard if the site is not all union. Bad Things happen if you deviate. When I worked for a large engineering and construction firm, one of my colleagues took an important call during lunch so he ate later. He got a serious dressing down and a formal warning for this, his first transgression. Needless to say, he ignored all important phone calls thereafter unless they were during designated work times, and I mean to the minute.
Interesting. The event did happen at exactly 12:00, and everyone was clearly gathering and not working. I suspect Mr. Top just suffered from a bit of excess enthusiasm.
Maybe the rules are in place to protect the foremen form overenthusiastic welders. WELD!!! MUST WELD!!! Rule number one of Foreman school- never ask the Welders if they WANT to weld.
