you can apply for one by filling out a bunch of paperwork, having your doctor fill out a bunch more, submitting it, and waiting what could be months because they only review the applications quarterly.
however, it is not *your* spot. it is a handicapped spot on your block (they can't always guarantee it goes in front of your house, based on the parking conditions there) for anyone with a handicapped placard/plate to use.
and you are required to report when you move so they can quickly yank it out and open it back to the public.
